Starting December 1, Lithuania is poised to introduce stricter regulations regarding residence permits. This change is aimed at enhancing the control over immigration processes and ensuring that the issuance of permits is more aligned with the country's labor market needs. The new measures will require applicants to meet additional criteria, potentially increasing the burden of documentation and verification. Authorities believe that these tougher regulations will not only deter abuse of the residency system but also streamline the integration of foreign nationals into Lithuanian society. As the deadline approaches, prospective residents are urged to stay informed and prepare for the upcoming changes in order to comply with the new requirements effectively.

Key Updates for the Application Process

1.Options for Non-Resident Citizens

If you're a citizen living in a country that doesn't have a local branch of Lithuania’s external service provider, you can still apply for temporary residence permits or national visas at a branch in a nearby country. This is available for foreigners visiting Lithuania for reasons like:

  • Family reunification

  • High-skilled jobs

  • Educational programs (including PhDs)

  • Intra-company transfers

  • Teaching or research roles

  • Visits from large investors

  • Group relocations under the Investments Law

Foreigners working as teachers or researchers, or those being transferred within their companies, can also apply for permits in other countries where branches exist.

2.Local Citizens Get Priority

With the new rules in place, only citizens from countries where an external service provider operates can apply for temporary residence permits or national visas at that specific branch. This change is designed to make the process smoother and reduce the chances of misuse by applicants from other areas.

Limitations on National Visa Applications

Foreign nationals from countries without a local branch can still apply for national visas, but only for certain reasons. Seasonal workers and posted employees must go through other designated channels.

No Changes for Specific Nationals

Citizens from Australia, Japan, the UK, the US, Canada, New Zealand, and South Korea will still have the option to apply for Lithuania’s temporary residence permits or national visas at any available branch of an external service provider.

New Employment Rules Starting July 2024

As of July 1, 2024, Lithuania will enforce stricter employment regulations for foreign nationals. Those entering Lithuania without a visa, or on Schengen or national visas, will need a temporary residence permit issued in Lithuania to work. This ensures that foreign nationals have the proper documentation.
