The Canadian federal government sets caps on study visa applications for 2025 in an attempt to control the increasing number of foreign students.
Announced on January 18, 2025, Immigration, Refugees, and Citizenship Canada (IRCC) set this new limit which will be in place from January 22 to December 31, 2025. The ceiling will limit the handled applications for study permits to 505,162 for the year.
For Applicants, What Does This Cap Mean?
The cap describes the overall volume of study permit applications IRCC will review, not so much the number of permits approved. Any more applications returned to candidates without processing once the cap is reached will be refunded and their application costs will be waived.
The processing cap is meant to restrict the number of new study permits given in 2025, therefore regulating the flood of temporary immigrants into Canada. This cap, however, solely relates to approved applications for processing; it does not apply to approvals.
Who Is Not Cap Exempt?
Although most applications are covered by the cap, several categories of overseas students are exempt from it. Including:
Candidates renew their study permit at the same level of study and at the same Designated Learning Institution (DLI).
Candidates subject to an unenforceable deportation order or with a valid temporary residency permit for at least six months.
Candidates sponsored for immigration purposes by a Canadian family member, protected persons, or those who have already applied for permanent residence.
Exchange students and those learning at DLIs run under a federal department or agency.
Candidates with Global Affairs Canada sponsored scholarships.
Individuals engaged in the Student Pilot for Francophone Minority Communities
People applying under public policies passed in response to certain crises or demands.
Furthermore excluded from obtaining a study permission under a temporary public policy could be some Indigenous people and their families.
Less than last year's cap
With 505,162 applications, the 2025 quota is much lower than the 606,250 target for 2024. Although IRCC has not revealed the exact count of approvals for this year, the Immigration Levels Plan for 2025–2027 seeks to welcome 305,900 new international students yearly.
